North Salmon Creek Neighborhood Association General Meeting Minutes
The September 28, 2010 NSCNA General Meeting was held at the Riverview Community Bank at 7 PM.
1. Introductions and Announcements a) Final Farmers’ Market is this Thursday, Sept. 30th. b) Halloween House Decorating Contest – Details are in the newsletter! c) Next meeting: November 16th – Election of officers plus more!
2. Barbara moved that we dispense with the reading of the minutes. Seconded. All in favor.
3. Speakers on the I-5 Interchange Project. a) Ways to find info: • Salmoncreeklive.com • Project website: www.wsdot.wa.gov/Projects/I5/ne134thi205 • Clark County CCTV spot b) Allen Hendy, Asst. Area Engineer, Vancouver, Washington State Dept. of Transportation • Current: 1. Environmental 1. NEPA/SEPA completed 2. Permits underway 3. Mitigation sites secured. 2. Right of Way 1. County parcels complete 2. WSDOT acquisition underway for remaining parcels 3. Final design 1. CCPW – 100% Oct. 2010 2. WSDOT – 90% Dec 2010 3. FHWA Financial Plan complete
4. Construction 1. Contract #1 – Park & Ride grading contract – Done Nov. 2010 2. Contract #2 – Ad portion complete in Dec. 2010. 1. Park & Ride open in 9/11 2. Complete in 9/12 3. Completely done in 2014 if all goes well.
5. Total Project Cost: $133 Million 6. Phase 2: New 205 ramp from Legacy. 20th & Hwy 99 revision including on-ramp to 205. 134th widened. Unfunded right now. Estimated (2007) to cost 34 million. c) Matt Griswold, Project Manager, Clark County Dept. of Public Works • Currently: 1. Park & Ride. 1. Fall & spring phases to avoid soil compaction. 2. Roundabout, widening 10th, 139th, and intersection of NE 20th and 139th. • All roads will be passable during construction. d) Bart Arthur, Engineer, Clark County Dept. of Public Works • West phases 1. Phase 1: Widen 10th, Roundabout on 10th, Park & Ride, temporary signal. 1. Estimated to start in March 2011. 2. Divert 10th Ave left turns to 134th by library with temporary signal to allow construction to proceed apace. 3. Park & Ride needs to open next summer so the old one can be taken off-line. 2. Phase 2: Prepare 139th for connection from NE Tenney and widen all the way to 10th. 3. Phase 3: Connect NE Tenney and 139th intersection including new signal. 4. Phase 4: Re-do Fred Meyer frontage. 5. Phase 5: Last phase on the west side: Resurface NE Tenney to 139th. • East phases are raising the grade of intersection and near-intersection parts of NE 20th and 139th by 2 ft. Various phases are to keep traffic flowing during construction. 1. Phase 1: Raise grade of NE side of intersection. 2. Phase 2: Raise grade of SE side of intersection. 3. Phase 3: Raise grade of NW side of intersection. 4. Phase 4: Raise grade of SW side of intersection. e) Weekly meeting during construction to keep businesses and neighbors up to date. More info to come, including location. f) County completion estimated to be September 2012. g) County is looking at improving 10th to 149th starting somewhere around 2015. • To increase the priority, NSCNA needs to show a large and concerned presence during the TIP process. 4. 5. Treasurer’s report by Paul: Current balance is $335.31.
6. Volunteers needed for positions open in November elections: President, Vice-President, Secretary, Treasurer, Directors #2, 4, and 6.
7. Zoning issues: We need to learn to come together as a neighborhood to show our concern for issues with the county. Numbers count! If only one person shows up, we may not get the priority we want.
8. Salmon Creek Farmers Market update: Thank you! We are thrilled with the response from the community. Thank you to the volunteers!
