As part of our ongoing coverage of the activities that shape your Salmon Creek neighborhood, the following are the formal minutes from the North Salmon Creek Neighborhood Association Executive Board Meeting, held on February 24, 2009.
The February 24 NSCNA Executive Meeting was held at NSCNA President, Barbara Anderson’s home and began at 6:42 pm.

2. Minutes
a. Email out minutes from December. We will reserve approval until everyone can read them in detail.
3. Officer’s Reports
a. Treasurer Report – Merle
- Spent $300 in January for incorporation
- $100 into Riverview to open our account.
- $10 check to Secretary of State for Incorporation was rejected
due to lack of date. Will be resent ASAP.
4. Old Business Balances: WAMU $183.50, Riverview $100. Total $283.50
a. Update on incorporation as 501c3
- Dan filled out 23 page form, check was written, and it was sent out to the IRS.
- Barbara received delivery confirmation almost two months ago. We have not yet received notice that the application has been received in their system.
- Per our contact in the IRS, they are just now processing cases received in July 2008. However, we can assume that we will be approved before the end of the year as long as we have an already approved Neighborhood Association to work through for non-profit tax purposes..
- Barbara plans to discuss this with Felida NA to see if they are willing.
- Thank you to Dan for all his work on this!
b. Name tags
- Per investigation, the prices locally are better.
- We would need 10 at $6 apiece for a $60 commitment.
- Mitch moves that we announce a contest at the general meeting for people to submit NSCNA logo designs which we could use for our name tags and elsewhere.
- Merle seconds.
- Discussion. Dan is willing to write an article to include in our next newsletter with a timeline for submissions so we could announce the winner at our May meeting. Ron will ask area businesses for donations for a prize.
- Vote: All in favor, none opposed. Motion carried.
c. Fairgrounds Park
- Discussion of emergency meeting regarding the Fairgrounds Park on 2/4/09 and the response from an individual of the FGNA who requested an airing at the Neighborhood Association Council of Clark County meeting.
- Barbara rescheduled the May speakers to include the Parks.
- Barbara responded to the County Commissioners with the NSCNA’s views via email.
- We will ask the County Public Information Officer if there are any more steps to be taken regarding the Fairgrounds Park.
d. NSCNA New Boundaries
- Dan: We have a joint letter with County, Felida NA, and NSCNA agreeing on the boundary change to include the area on the north side of Salmon Creek that is currently in Felida NA.
- Part of our agreement with Felida NA includes making that area an official subarea of the NSCNA with it’s own director. This will require bylaw changes.
- Dan moves that we change the western edge of the NSCNA to NW 41st Ave with Salmon Creek as the southern edge and establish District 6 representation with the western boundary being NW 41st Ave, eastern boundary being NW 21st,
northern boundary being 151st, and southern boundary being
Salmon Creek.
- Avril second the motion.
- Discussion
- Vote: All in favor, none opposed. Motion carried.
- Barbara will begin working on the necessary bylaw changes.
e. Transportation Improvement Program – Plantation Road – safe walk to school
- Our request was rated 65 of 85 sidewalk projects for 2009 with the County.
- The County suggested we get school support. Other options include:
A. Form a Roadway Improvement District which is a tax surcharge which will cost the neighborhood it occurs in.
B. When meeting with the schools, talk about tweaking the walking routes and their alternates. Check about an easement with one of the neighbors as a possible alternate route off the street.
5. New Business
a. Welcome to new board member, Mitch.
b. HB1152 – protection for disabled (non-partisan legislation – Donna Brase)
- Items were added that gave it a price tag of over $1 Million so it is unlikely to pass.
- Hence Barbara didn’t put her on our schedule as a speaker.
c. Resident suggestion – Farmers Market
- Barbara will respond in email basically stating that it’s not in our purview as a non-profit neighborhood association.
d. 2009 objectives / priorities (identify activities)
- Last year:
a. Primary objective: Liaison between County and
Neighborhood.
b. Key Goal: Warm up our meetings and make people feel embraced.
- This year can be different. What would we like to do?
- CERT Shed – Carrol and Merle
- Is it time for a membership survey?
- What are our priorities?
e. Our own event? – Bring ideas to the next Board meeting.
f. March meeting agenda – Set up at 6:30, meeting at 7.
- Parks Dept (C-tran and CRC moved to May)
