Salmon Creek Neighborhood Association January 2009 Minutes

As part of our ongoing coverage of the activities that shape your Salmon Creek neighborhood, the following are the formal minutes from the North Salmon Creek Neighborhood Association General Meeting, held on January 27, 2009.


The January  27 NSCNA  General Meeting was held at 7pm at the Three- Creeks Library. The meeting was started with the Pledge of  Allegiance led by president Barbara Anderson.

1. Officer’s Reports
a. Dan moves that we dispense with the reading of the November General Meeting minutes. Seconded by Shirley. Vote:   All  in favor. None opposed.   Motion carried.
b. Treasurer’s Report by  Merle:   $625.96 with 1 outstanding check $300.
c.  Dan’s update on Three Creeks Advisory Board:   Recommending some zoning changes and approving development of small area in Fairgrounds NA so it doesn’t really affect us.
d. Ron’s update on Hwy  99 subarea plan:   As a vision was approved by County Board of Commissioners on Dec. 15th.   The next 6-8 months is where the hard work starts because that’s when the zoning will be dealt with.   I would encourage everyone here to take a look  at it since it will affect this area.  It is posted on the county website.   Take a minute and give some input on the zoning.
e. Carol’s Newsletter update:  Newsletters are going out thanks to the schools and to volunteers that  walk around  the neighborhood handing them out.  We still need more volunteers.   You can take  as little or as large an area as you like.   Anything helps!   If you are interested, please contact Carol or Barbara.

2. Old Business.
a. Incorporation as 501 3 (c).   There are five documents required for the
501-(3) incorporation process and all are either complete or in preparation.
b.  The board changed our incorporation articles because they weren’t quite
right..   We changed our purpose.   The new wording is available on the website.   Lois Kullberg moved that we accept the new wording of the bylaws and articles of incorporation.  Larry seconded. Vote: All  in favor. None opposed. Motion carried.
c. Merle Kullberg volunteered to be Treasurer which left an opening for
Director in District #3.  Ron nominates Mitch Canton for the position.  Merle seconded. Vote:   All  in favor. None opposed. Mitch is elected to the Director #3 position.


3. Speakers:
a. Salmon Creek Interchange Project update Matt Griswold, Project Manager CCPW Rob  Klug, Traffic Engineer CCPW Allen Hendy, Project Manager WSDOT Dan Green, Team Leader WSDOT
b. Current timeline:   Construction starting in Spring of 2011 and taking 3.5 years to complete.   Estimated project cost is $140 million.
c. Eric Swenson of the CC Sheriff’s department:  There is a need locally to
have another Gang Task Force in the area.  It should be up and running by summer time.   There are a lot of warning signs:   1. Graffitti – there
are several types of graffitti.   All are illegal but not all are related to street gangs.  Right now there is an explosion in Southern California Hispanic style of street gangs.   The color blue or number 13 indicates Southern California – Sureno  – Southsider gang.  The number 14 or color red is the Northern California – Nortenos, norte, northsider gang.   The majority of violent conflicts in the last few years  in the County and Vancouver are between these two groups.  Vancouver and Clark County can be a hiding spot for individuals trying to avoid Oregon authorities.   It’s been a sudden increase.   The children’s ages are going down.  If you need to talk to someone, you can contact Eric Swenson, 397-6079, or Detective Henderson.  Det. Henderson also does educational classes on the topic.
d. Neighbor to Neighbor Sharing: Kimberly Swenson:   Admin Asst. for local Avon district, representative, police officer’s wife:   An opportunity to help the sheriff’s office and Brad Crawford Park by  sponsoring a teddy bear.  She’s aiming at selling 560 bears ($19.99) 45% of the profit goes straight to the park.

4. The meeting was adjourned at 8:32pm with a drawing for door prizes provided by  our local merchant supporters.   One-on-one discussions with our speakers went on for some time for those included to stay.


Our next meeting will be on March 24th at 7 PM at the Three Creeks Library. Many thanks to our local mechant supporters for refreshments at our meetings and coupons as door prizes.
